JOB SUMMARY:

The incumbent will:
1. Lead the agency's design, development, and implementation of long-term strategies for the effective development of agency staff, including:
An integrated training program for the effective assimilation of new hires
Other programs designed to ensure that agency staff has the competencies necessary to meet the challenges of the changing markets we regulate and legislative expansion of our mission.
2. Consult with agency leadership and stakeholders to assess training needs and design responsive solutions.
3. Provide options and recommendations on effective training strategies to meet long-term needs of agency mission, including development of new competencies and succession planning.
4. Develop communication and marketing strategies to implement new programs.
5. Implement and run programs including handling day-to-day operations of registration, troubleshooting, answering questions, monitoring budget and costs.
6. Develop overall process and procedures for evaluating the success and return on investment of agency training programs, monitor and periodically assess the effectiveness of programs.
7. Provide advice and assistance to the Chief of Workforce Relations and Staff Development on other matters relating to the agency's training strategies, policies, and operations.
QUALIFICATIONS REQUIRED:
You must have one year of specialized experience equivalent to at least the grade 12.
Specialized experience includes: develop training courses; conduct the delivery of training courses; and conduct training needs analysis and training evaluations.
Compensation:
At the CFTC, we set our own pay scale that is competitive with other Federal financial regulators. Your compensation is based on your level of education and/or relevant work experience and varies by geographic location, as shown below. Starting salary is normally set at the minimum of the pay range for the grade filled.

Evaluation Method
CFTC uses different evaluation methods for merit promotion eligibles, non-competitive placement, and non-status candidates.
Merit Promotion Eligibles. Applicants eligible under merit promotion procedures (e.g., applicants who have already obtained competitive status in the Federal Government, reinstatement eligibles, veterans eligible under VEOA) who meet the basic eligibility requirements, time-in-grade restriction, and selective placement factors, and who are determined to be minimally qualified, will be rated and ranked on their degree of possession of the knowledge, skills and abilities identified as quality ranking factors, to determine the best qualified candidates. The best qualified candidates as identified through a predetermined or reasonable break in score, will be referred to the selecting official for consideration. The selecting official has the discretion to select or not select from the merit promotion certificate.
Non-Competitive Eligibles.
Applicants eligible for non-competitive placement (e.g., lateral reassignment or transfer) may be referred to the selecting official for consideration without rating and ranking or may be rated at the discretion of the selecting official and referred under the best qualified procedures described under Merit Promotion Eligibles above. The selecting official may elect to consider or not consider these applicants.
Non-Status.
If the CFTC elects to fill this position outside the Federal service, applications from candidates without status and those with status/reinstatement eligibility who submit a second application, will be considered by CFTC under its delegated examining agreement with the Office of Personnel Management. Applications under competitive examining procedures will be ranked in one of three categories: Best Qualified, Well Qualified, and Qualified, based on demonstration of the knowledge, skills and abilities identified as quality ranking factors. Candidates in the highest category must demonstrate a high level of proficiency in all of the quality ranking factors. If the position is filled under competitive examining procedures, selection will be made from the highest category. If there are fewer than three candidates in the highest category, candidates in the next category may be merged. Within each category, eligible veterans will receive preference over candidates not entitled to veterans' preference.
